Here can be found mentors and teachers in the magic arts.  This town is an exception to most rules of Inzeladun.  The mages come here for protection.   The majority of Indorians consider the town and its inhabitants as cursed.  Indeed, if a man or woman out in Indor proclaims him or herself as being from Catemar, they will likely be killed.  Catemar is built on ruin after ruin, and is named after an alien god of magic.   Catemar is ruled by Queen Freydis Sigrlinn, who worships the demigod Grindill.

Catemar was founded in the Third Age, but was destroyed in the Cataclysm at the end of the Fourth Age.  The Indorians rebuilt the old Atlantian city of Catemar (no relation to the Elvish site of Catemar) in 870 of the Fifth Age.  During this rebuilding they offended the Sahuagin who lived in the coastal waters.  The Indorian - Sahuagin wars began.  The coastal towns of Indor battled the inhuman fish-men for a decade.  The Sahuagin Wars were abruptly ended when Thorgeir the Powerful (a berserker), Dagny the Fair (a warrioress), Hoketil Gillingsbane (a runecaster), and Kjar the Brave (a rogue) killed the King of the Sahuagin and demanded that the Sahuagin leave.  The Sahuagin swore vengeance and that they would one day regain their rightful lands, but they did leave.

Community Descriptions:

Visual: This city is marked by colossal structures and statues, many of which honor mages from the past, and tend to concentrate on Grindill the Archmage Sovereign.  The buildings are all well tended.  Blues, greens, purples, blacks and browns are the predominant colors, but of the darker shades, not the brighter ones.  The city boasts an orderly arrangements of buildings.  Those buildings are large and elaborately decorated, each carefully designed for its purpose.  A huge wall surrounds this Indorian city.  Outside the city the poor live.  The hills that rise up to the east of the city are also dominated by giant statues.  This is the only city in Indor that welcomes non-humans, so there are several well-organized, ornate gnome homes in the mountains.

Behavior: Relationships in Catemar believe in doing unto others before they are done unto.  To deal successfully with the strange people of Catemar, one must prove that the risks of trying to rob, swindle, or betray him or her far outweigh any possible rewards, and threats are couched in polite terms.  The people of Catemar expect outsiders to obey their sense of decorum and etiquette.  They tend to be reserved, concealing their emotions even from friends and relatives.  Outsiders are not welcome within the walls of Catemar unless escorted by a citizen or a slave.

The Cult of Grindill

Type: Mystery Cult

Alignment/Agenda: Lawful Evil. Uses Catemar's laws and regulations to their best benefit, furthering their goals at the expense of those less able to exploit such rules.  They seek to restore Grindill's energy to him, restoring him to a Rank 3 Demigod.

Member Population: 120 members. 
Resources: GP limit of 15,000 gp/week, the Nan Curinir.
Demographics:  Mixed, with Wizard being the primary class (79%).  Sorcerer is the secondary class (9%).  Adept (5%).   Psion (3%).  Aristocrat (2%),  Rogue (2%)
      Highest level members: The leader is a 20th level wizard, who is known only as Eminent One.  He is assisted by Garblith, a 10th level wizard.
