Prevailing Alignment:  The city is primarily chaotic good.  Although prosperous under the yoke of the Azraelites, they often despise those very chains.

The capital of Ingara is built upon the supernatural Allahin Mountainsn, north of the Allahin Peswir.  A big city, it has a  population of 22,500 persons.  A standing force of 150 armed Saudians maintain order for the new regime.   General Al-Nasim, Kozad Jardak III, holds court here, although he has not been officially named by Yam ibn Saud as the King of Ingara.  Al-Nasim rules in the name of Yam ibn Saud.  The city has one of the most  beautiful temples to Athena in the entire land; Athena is the city's patron goddess.  It was here that  Alexander Maximus was named The Gauntlet of Athena.  The city is well known for its collections of philosophers and for having the largest library of philosophy in all of Inzeladun.

Conventional – General Al-Nasim, Kozad Jardak III, Lord of the city-state of Allahin Laswir.  Lawful Evil.  Degree of Authority: Middling, Coercive. Most people obey his edicts because they fear him and his lycanthrope assassins, witch allies, and armies. 25% of the power.

Conventional – Town Senate, Chaotic Good. Degree of Authority: Middling, Popular.  The town senate, a collection of politicians and philosophers tries to influence the community by helping the needy and, behind the scenes, opposing restrictions on freedom.  37.5% of the power.

Magical – Adeimanthos the Bard, Chaotic Good. Degree of Authority: Assured, Popular. Sings songs that oppose the rule of the Azraelites.  Helps the needy, and does vigilante work.  General Al-Nasim has standing orders for his arrest, but the people hide him. 37.5% of the power.

Authorities

Constable : 1st  Highest Level Fighter – 17th level. Duke Antidoros, Lawful Evil Lycanthrope (Werewolf).  2 eighth level and 4 fourth level fighters serve as his highest ranking deputies, and are ranked as Captains (Echekrates & Daetor) and Commanders (Zeuxidamos, Priskos, Oileas, & Kritias) respectively.   All the deputies are lycanthropes (werewolves).

Adepts/Wizards/Sorcerers:  All of the magical people listed below work for Al-Nasim and support his rule.

Guards/Soldiers: 225 full time guards/soldiers (150 are Azraelite), 1,125 militia.

Community Descriptions:

Visual: The city of Allahin Laswir is primarily a gold and white city.  Nearly all the buildings are whitewashed with gold trim that sparkles in the sun.  But, like a treasure hoard where the coins are spread all over, so to are the buildings of this large city.  Buildings seem plunked down in a haphazard order, and roads and alleys coil around them like the hair of medusa.  Many of the buildings are abandoned.  Although currently experiencing renewed prosperity, this city, a mere six years ago, used to be a sprawling metropolis of 80,000 people.  It's current population of 22,500 gives the place a creepy air of depopulation.  Azraelite troops march through mostly empty streets, maintaining order.  The largest and best maintained buildings are the temples.  The primary temples are the temple of Athena and the newly constructed temple of Ares & Yam ibn Saud, the son of Ares.

Behavior: Openly emotional and tending toward the philosophic, the people of Allahin Laswir judge people instinctively.  They can sense out an agenda faster than most people can sneeze, and will volunteer information as soon as they have judged a person to be a friend.  Anyone making obvious inquiries will often be avoided or treated with silence, for they fear informants among the Azraelites.  Adeimanthos the bard has been fighting for the common man in the city, and claims to fight for Athena, to make the city ready for the return of the Gauntlet of Athena, who will throw down Al-Nasim and the Azraelites (according to him).
