Alisander

Alisander is the largest city in Lamapacher.  Indeed, it is the largest city in all of Western Inzeladun.

120,000 population metropolis, with a GP limit of 100,000 gp.

Prevailing Alignment:  Alisander is a diverse group.  Its inhabitants are equally divided between Lawful Good, Neutral Good, Chaotic Good, Lawful Neutral, and Lawful Evil.

Power Centers

Conventional – Lord Nadam, Baron of the city-state of Alisander, Champion of Vale.  Lawful Good.  Degree of Authority: Middling, Coercive.  Very opposed to the Aristocracy.  27.5% of the power.

Nonstandard – Wealthy Aristocracy, Chaotic Good Degree of Authority: Middling, Popular; opposed to all the other power centers, but most likely to side with Nadam if an outright conflict might occur.  30% of the power.

Nonstandard – Shipping Guild, Lawful Neutral Degree of Authority: Middling, Coercive.  22.5% of the power. Opposed to the Aristocracy and Ordiss Ool.

Magical – Ordiss Ool, Neutral Evil  Degree of Authority: Assured, Coercive 20% of the power.  Opposed to all the above centers of power.  He is the chief advisor to Lord Nadam, and is the Minister of Defense as well.

Authorities

Constable : 2nd Highest Level Fighter – 19th level. General Valdemar, Lawful Good.  2 tenth level and 4 fifth fighters serve as his highest ranking deputies, and are ranked as Captains (Isrofel & Aedolan) and Commanders (Auden, Politahn, Annathel, & Levante) respectively.

Guards/Soldiers: 1200 full time guards/soldiers, 6000 militia.

Community Descriptions:

Visual: Most of the town is very orderly and laid out, but the rich section of town becomes a chaotic mess of roads and alleys as the lords of Alisander build their vast estates without regard to the organization of the rest of the city.  The colors of town tend to be bright, painted in warm colors.  Toward the outskirts the colors become more cold and murky, as if they have become polluted.

Behavior: Citizens tend to welcome foreigners with a friendly smile, and often invite famous strangers in to dine with them.  Most are very open with information, usually without expectations of later rewards.  As one moves toward the shipyards, the citizens begin to expect others to obey their sense of decorum, and they see all interactions as exchanges of favors, with all offers couched in veiled language to preserve a sense of respectability.  Toward the rich section of town, the citizens judge people instinctively, and are outwardly emotional, and they like to see people do impressive things to prove themselves.  In the poorer outskirts, one's threats should be couched in polite terms, and they believe that everyone is out to harm everyone else.  Relationships on the outskirts of town are based on power, not trust.

The Shipping Guild

    Type: Trade Guild
   
Alignment: Lawful Neutral.  Tends toward bureaucracy and codified regulations.  Although Darja ta Alisander (20th Expert) is the head of the organization, the shipping guild prides itself on de-centralized leadership for direction.  However, when a ranking arbiter is needed, most members turn to Darja.  Darja is also the member that takes care of the political needs of the Guild, and can most often be found at the palace.  This guild operates the shipping docks and regions of Alisander, and is in charge of all taverns and brothels in town.  The guild is responsible for maintaining the ships of the navy, and is responsible for breaking the stranglehold on shipping imposed by Saudian troops.
